October Meeting Highlights
After a welcome from Chairman Kelly Davis and a short summary of Neighborhood Association business from RCPNA officers and Board Members, Portland Public Schools (PPS) Board Member David Wynde took the floor to talk about plans for the Rose City Park School (RCPS) and other district facilities. Wynde said that after a long period of decline attendance was up at PPS schools this fall, and that kindergarten enrollments have been increasing every year. The district is completing a five-year enrollment forecast to figure out the long-term trends.
Wynde noted, however, that even if attendance increases PPS will not necessarily re-open vacant schools like RCPS. It would instead use modular buildings and shift school boundaries to absorb the extra students.
Wynde added that PPS would hold on to RCPS for possible use as “swing space” to house students and staff displaced by renovations at other schools should voters approve a capital bond levy the district may put on the ballot in the next few years. The capital bond would raise hundreds of millions of dollars to upgrade or re-construct selected PPS schools to bring them up to modern safety, seismic, accessibility, and technology standards. Wynde said the bond is on hold until the district completes its high school reconfiguration plan.
Next, City of Portland staff members Norberto Adre and Sue Glenn gave updates on (respectively) traffic safety improvements along NE Sandy Boulevard and RCPNA’s community garden project (see “Committee Reports” below).
RCPNA Board Members then presented the Association’s George and Esther Walker Community Service Awards to Dale Bailey (who was absent), Dave Carter, and Kelly Davis. The Awards honor the selfless service and devotion to the community exemplified by the late George Walker (who chaired RCPNA for 17 years) and his wife Esther. Dale Bailey was recognized for his chairing the Neighborhood Clean-Up for two years; Dave Carter for heading up the neighborhood’s 100th Anniversary celebrations and organizing several Summer Concerts; and Kelly Davis for his years of service to the RCPNA Board. Each recipient received a plaque and a $100 check.
Finally, Bob Lange introduced himself as our new “Neighborhood Tree Steward.” He shared literature on good tree choices for parking strips and yards and offered himself as a resource to contact for questions about trees. |
